Superheroism in America has been on the uptick in the last 50 years, as has Supervillainy. America is the world's foremost "supe" nation and is still dealing with the effects of that.
Campaign Description
Superheroes fall unto the jurisdiction of National Guards and Reserve units, law enforcement precincts, special State made cabinets of crimefighters, and working within corporations as scientists and analysts and test subjects.
U.S. Law requires federal licensing before a superhero can apply for many jobs, such as being parts of elite "supe" law enforcement and military units. There are some who are neither desired nor banned by local, state, and federal agencies. These people, commonly dubbed "B-listers" or blisters, form the backbone of superheroic and supervillain society. Being on the B list is not a measure of strength, the measure of various supe strength was codified under a joint military and civilian trial on over 15,000 subjects of various abilities called the JMSOC-Paksons Test. This test is then used to determine which jobs best suit the strength of the supe in question and sets them up with government and private subsidized jobs as a way to maximize the benefit of superpowers to society and also as a way to cut down on super crime. Those who unplug from this system entirely are not criminal, but they are viewed with extreme mistrust by society. They are still in most cases able to get normal jobs and the like but face prejudice and despite being more able than the average civilian an "unplug" is a second class citizen. |
