Your characters are teenage supervillains whose parents are also supervillains. Said parents have trained you from an early age to take their place someday. Now, they have deemed you old enough to start committing actual crimes under a villainous alter ego.
Campaign Description
Unlike superhero games, Villains of Tomorrow will revolve around goals: whatever you want to accomplish as a villain. For the purposes of the game, there are two types of goals: short-term and long-term. A long-term goal is something that will take many game sessions to complete. In contrast, a short-term goal is something that can be completed in one or two sessions. Short-term goals are often used to progress towards a larger goal. Goals like defeating the Liberty League or building a mind-control ray would be long-term, while humiliating Captain Liberty in battle or stealing a telepathic uplink device would be short-term. World domination is right out (you are just teenagers, after all), but most other goals are fair game.

Which brings me to my next point: as villains, you are free to pretty much do whatever you want. Some things, like the aforementioned world domination, are out of reach for reasons of common sense, but anything else is perfectly fine with me. A good rule of thumb: if you are capable of doing something, it is probably allowed. Keep in mind: if you attract too much attention, adult supers will take notice... but hey, that is one of the dangers of being a villain.

Teamwork is not a requirement. If you can find a reason to work together, great. If you cannot, no big deal. Try to avoid direct PC-versus-PC conflict if at all possible, but if you have a good in-game reason for it, go right ahead.

When writing your background, remember that in this particular setting, supers are commonplace to the point where most people will not be surprised when a hero-versus-villain battle stops traffic. (They might be annoyed, but not surprised.) You also need to write up a decent amount of background and personality for your parents and any other important NPCs, if only so I can run them properly.

300 character points, 60 matching complication points. No power may have more than 75 active points without my permission. In addition, all PCs get two 11- Contacts (your parents) and sixteen 50-point Followers (minions loaned to you by your parents) for free. These Followers may not be replaced; if they die, they are gone for good. However, if you choose to buy a separate group of Followers using character points, members of that separate group may be replaced normally through recruiting.
