PC's are teens born in 1992 with psionics. The government finds and relocates them to learn to use their powers for good.

Heroic-level game with focus on in-character interaction more than on combat or powers. PC's are members of military, JR ROTC-like environment.

THIS CAMPAIGN CONTAINS GRAPHIC VIOLENCE & MATURE THEMES

Note: The character design guidelines are firm, and a little eccentric. Please read them. The points are 50+55.

The starting PC's are all in their early teens with psionics who were identified as such and who have entered a special government program were relocated to begin to be taught how to use their powers for good.

PC's will all be young (no older then 14) and inexperienced with only one power (not a compound power or in a framework). In general, try to make your character normal rather then superhuman, except for their one mental power of course. Martial arts should like-wise be kept to no more then one or two maneuvers with no skill levels and no additional damage classes. Definitely keep it under the 'black belt' level (which I consider to be less than 10 points in maneuvers, no more than one CSL with the martial art, and only an 8- KS).

Characters should be pretty close to normal kids just with psionics. They won't be more competent then normal kids until later as they receive special training at school.

Talents should be reasonably normal as well ('Light Sleep' yes, 'Combat Luck' no).

XP will go mostly to characteristics and skills rather then to enhancing the PC's power, and cannot be used to add any additional powers.

Characteristics are capped at '17', and only one charactistic can be '17'; the rest must be at '14' or less.

Skills must not be higher then '12' or less, and only one skill at 12 or less; the rest must be familiarities. Please invest in 'normal kid' skills which will round out your character as a person. Don't worry that these skills won't be at a professional level. I won't require rolls for routine tasks.

GM NOTE: The teen clique package deals (Alterna-Teen, Burnout, Cheerleader, Geek, Jock, Loner, Princess, Weirdo) are an exception to this starting skill cap. If you take a package deal with one or more skills already at 11- the skills do not 'count' as your one skill above familiarity level. Of course you still pay points for them all.

I am planning on running the PC's through to graduation (at least) and plan to allow increases as follows:

PC's get XP and EXAMS each semester; and 10 'power points' per year to spend on enhancing their power or adding an additional 'minor'--the GM will rule on what is 'minor' or not--power to enhance their primary power. There is also a bump up the Primary and Secondary characteristics and skills caps at end of each year:

End of 1st school year: '18' & '15' + 10 Power Points + '13- ' and '11-'
End of 2nd school year: '19' & '16' + 10 Power Points + '14- ' and '12-'
End of 3rd school year: '20' + x2 cost up to '21' & '17' + 10 Power Points + '15- ' and '13-'
End of 4th school year: '20'+ x2 cost up to '22' & '18' + 10 Power Points + '16- ' and '14-'

They must be able to be part of a team, and accept a fairly structured school environment, and not hate the government or military since they are a willing part of a government-military program. A (zero point) campaign disadvantage will be, "Social Limitation: Subject to Orders; Frequently; Major."

My goal is to have the game move along in game time fairly quickly with XP coming at the end of each semester plus bonus xp for designated skills taught during the semester based on a successful PS: Student roll. I hope to run the game through to the pc's eventual graduation and possibly beyond.

Most if not all the disadvantages should be Psychological limitations.

Don't take a disadvantage for being part of a persecuted minority (either teenager or a psionic); all the PC's in this campaign share that disadvantage, and it is therefore not worth points. Same as normal characteristic maximum. And also as a campaign rule, no 'Combat Luck' for this game.

The campaign uses the optional rules for ego, mental defense, and mental speed as described in 'The Ultimate Mentalist' on page 12. Basically, ego costs 3 cp's, mental defense is a base characteristic figured off of ego like physical defense is figured off strength, and everyone has a 'Mental Speed' characteristic which is figured off ego and determines when they can use or resist mental powers.

PC's must have a tightly defined 'SFX type' of power from the start.

Plan on characters having 'big dice' effects because I am not planning on allowing the 'cumulative' advantage on any powers--even powers built on 'Transformation' need to be build as 'all or nothing' attacks.

Not allowing any powers to have the advantage, "Invisible Power Effects vs mental senses".

All powers must of course be bought as invisible to everything but mental awareness; this applies to, for example, telekinesis.

Strictly enforcing the rule that the only way a subject--or target--of mental powers will be unaware of mental powers having been used on her is by the mentalist achieving an effect +20 over what is otherwise needed.

Using all optional mechanics and rules which make the PC's world physically threatening and unforgiving--hit locations, crits, disabling, empairments, bleeding, str end cost 1:5, Long Term Endurance, etc.

The 'normals' will be as much of a threat as other psychics, and PC's may die if they screw up or just have a run of bad luck.

Physical characteristics--like Body--will be perilous to neglect entirely. Remember body can represent a character's will to live in addition to their physical toughness.

Don't neglect Presence either; Optional 'Grace Under Fire' rule from Dark Champions (p.193) in effect, "Whenever a character's going to do something the GM considers "very dangerous," the character must make a PRE Roll to perform the action.

Equipment will be 'mundane' and not 'super' and will cost money not cp's, and none of the PC's will start off with access to significant wealth or contacts such as to justify a stockpile of equipment.
